Sansitization meeting advocating for the inclusing of 30% quota for women in puntland electoral laws

Midnimo Women network was honored to organize and participate in the sensitization meeting advocating for the inclusion of a 30% quota for women in all Puntland electoral laws. This initiative was a vital step toward enhancing women’s participation in governance and ensuring that electoral laws promote inclusivity, good governance, and the country’s overall development.

The primary purpose of the meeting was to emphasize the importance of enshrining the 30% quota in all electoral laws, underscoring our collective commitment to amplifying women’s voices in political processes, both in democratic elections and traditional nomination systems.

Notably, key stakeholders actively participated in this historic gathering, including Members of Parliament from Puntland’s Committees on Justice and Judiciary, the Committee on Human Rights and Women’s Issues, members of Puntland cabinets, the chairman of Puntland electoral committee (PEC) and other members of the electoral commission, representatives from Punzaa, PDRC, the Puntland various political parties, UNTMIS, and women’s networks and associations.

Somali women continue to face significant underrepresentation in politics, compounded by systemic barriers and insufficient legal protections. While the international treaties, Somali Federal Constitution, and as well Puntland constitution and policies acknowledge women’s rights, implementation remains weak. Women occupy a disproportionately low percentage of political positions, limiting their influence in decision-making processes. Although there have been calls for a 30% quota, enforcement is inconsistent, and many women encounter obstacles in accessing political spaces. Affirmative action initiatives to promote women’s participation are often underfunded and poorly implemented.

To address these challenges, participants from the different sectors including CSOs suggested that electoral laws must comprehensively integrate gender considerations, prioritize women’s issues, and ensure effective enforcement of quotas. Strengthening legal protections and mainstreaming gender issues are essential for achieving equitable representation and empowering Somali women in politics.

As a representative of civil society organizations, particularly the Midnimo Women Network, our advocacy extends beyond this meeting. We remain committed to addressing the underrepresentation of women in politics and ensuring their voices are heard.

When women actively participate in politics, they bring diverse perspectives and innovative solutions that lead to more inclusive and effective governance.

This landmark event, led by the Ministry of Women and Family Affairs in collaboration with Puntland Civil Society Organizations, represents a significant step toward achieving gender equality and empowering women in the political sphere. Through the enactment of a 30% quota and affirmative action measures, we are paving the way for a more inclusive and equitable future.
